William S. Keown, Esq.
has extensive experience in the public and
private sectors of Indiana. Before
co-founding KWK Management Group in 1992,
Bill was legislative assistant to Robert D.
Orr while he was lieutenant governor and
governor and also directed the health
professions bureau. After leaving state
government, Bill headed up the governmental
affairs practice group at the Indianapolis
law firm of Krieg Devault Alexander &
Capehart. A practicing attorney, Bill
concentrates his governmental affairs
activities in health care, business and
general government.
Kelli A. Waggoner
possesses strong insight into both the
private and public sides of governmental
affairs through many years of government
experience. She started her career in the
Indiana State Senate as an intern in 1983
and later worked for the National Republican
Senatorial Committee.
Prior to joining forces with Bill Keown to
form KWK Management Group in 1992, Kelli was
an Administrative Assistant to Governor
Robert D. Orr for Health and Human Services.
Kelli focuses on direct lobbying for the
firm – with an emphasis on the firm's
general government practice.
Emmalee Freyhas been
heavily involved with Indiana government
since graduating from Indiana University.
With a background in healthcare
administration, Emmalee began as a
Government Affairs intern with Wellpoint.
From there, she ventured to the public
sector to gain experience working for four
State Representatives as a Legislative
Assistant in the Indiana House of
Representatives. She joins KWK as an
Associate and looks forward to a career in
government affairs.
